Problems with my computer, help please!?

My computer keeps telling me that my firewall is turned off and that I have no antivirus software installled, but when I try to turn on the firewall it says it cant do it, I also cannot shut down my computer, it goes through the process, and when it gets to windows is shutting down, it just stays there, and I also cannot restore my computer to an earlier time, because it won;t shut down , please tell me how to fix it
