youve got a virus http://www.avast.com download it and run a boot time scan
This is probably a pop-up trying to get you to install an antivirus that comes with even MORE spyware/adware/trojans/etc. Ignore it.

Edit: IF you do want to make sure you have no viruses, I reccomend http://free.grisoft.com/doc/1 - AVG Free.
